Gulu Municipal Councilors have criticized Christopher Ojok, the Municipal Engineer over shoddy road works which cost the taxpayers around 970 Million shillings.
Before even commissioning, hardly two months after completion of upgrade of the roads to a bitumen, some parts of the roads have reportedly fallen apart.
According to the Works and Technical Committee report, despite the sufficient allocation of funds for the planned road works, all the works were found to be substandard.
Ojok has been criticized for the poor work done on Jina road which cost 350 million shillings, Justin Moro road (260m) and Awach road, among others.
On Awach road, an assessment report by the Road and Works committee dated September 5, 2016 found that the drainage system was ineffective in the event of heavy rain.
On other roads, electric poles were found to be on the middle of the road while others had poorly placed culverts, according to the report of the technical committee.
Pauline Lukwayi, the Deputy Mayor criticized Ojok for failure to supervise works on Awach road leading to what he called poor quality work.
Lukwayi said even an ordinary eye can see that the work on Awach road is substandard.
Another councilor, Ronald Anywar attributed the poor quality works on failure to design and come out with a proper bill of quantity on the part of the Municipal Engineer.
Peter Lagwen, the Chairperson for Works and Technical committee questioned the competence of the municipal engineer.
Denis Nono, the Secretary for Community Development demanded that those who are involved in shoddy works due to negligence should be tasked to refund the taxpayers money.
Ojok dismissed the accusations saying the councilors were doing so in bad faith.
During a full council meeting held on Thursday last week, the councilors demanded that Ojok should submit his academic qualifications for verification.
