Over 130 million shillings that was paid as premium by Madhvani Group of Companies to Amuru Sub County in Amuru district for a piece of land has disappeared without a trace.
In early 2013, Madhvani paid Amuru District Local Government 131 million shillings for a piece of land in Lakang where it plans to set up the Amuru Sugar Works Project.
However close to three years, Amuru Sub County, which is the beneficiary from the premium is yet to receive it.
Michael Lakony, the new District LCV Chairperson claim the money has already been swindled by district staff and tasked the Chief Administrative Officer (CAO), Martin Kiplangat to remit it.
Lakony questioned why the money was not remitted to the benefiting Sub County and it was received by the district.
He noted that such corrupt behaviour has let Amuru down in terms of development since its creation in 2006.
But Kiplangat who was transferred to Amuru in late 2015 says he is not to blame since the money was remitted when he was not yet the Amuru CAO.
Kiplangat distanced himself from the missing 131 million shillings saying since he took office, he has remitted all the funds to the respective Sub Counties as is required by the law.
Kiplangat adds he not received any complaint on the matter and said he cannot be held accountable because of the fact that he took office from another CAO.
Kiplangat replaced Martini Unzia but the money was remitted when Martin Kisule was the CAO. Mr Kisule is now serving in same capacity as CAO in Buliisa district.
The Kilak County Member of Parliament (MP), Gilbert Olanya says the district was required to remit 80 percent of the money to Amuru Sub County but not even 1 percent was received.
MP Olanya tasked the current CAO to follow the matter up so that the planned activities of Sub County is not affected due to failure to remit the cash generated as premium.
The former LC III for Amuru Sub County, James Kilara, described the disappearance as a well-planned theft.
Kilara alleges that for two financial years when he was still in office, his sub county missed money earmarked for Community Drive Development (CDD) program.
